Directory

Every entity in the registry, listed from the signed objects in the transparency log. The directory shows L1 Verified and above by default; L0 Declared is a real adoption and is one filter away. Levels are explained in spec section 2.2. Capabilities are self-declared slugs from each Entity Document, such as code-review; they are claims, not verified facts.
